Sir,
I am a doctor by profession and doing a central govt. job and earning salary around INR 85,000 per month. My father retired from state govt. job and he’s getting pension of about 26,000 per month. My mother is a housewife. We have another house which we have given for rent (total rent is 30,000 per month). Do I belong to OBC non-creamy layer?

Hope you are asking for your eligibility and not your son/daughter. You need not include your salary for that. And so you will come under OBC Non Creamy layer. But make sure your father does not belong to group 1 service while retiring.
